From the PhoneScoop.com review:

"The radio performance wasn't perfect, but calls didn't suffer as a result." This is not the first time someone has said something similar.

Makes me wonder if it's not the signal that's at issue, but the reporting of the strength on screen. I mean, if the phone gets 2 bars while the MotoDroid gets 3 bars, but in fact they're READING the same signal strength, perhaps it's just the display of that signal strength that needs a tweak?
 
I would agree with the above statement. One way to verify this, is to open the settings > about screen on both phones, and then compare the dBm value.
 
I just got back from testing out an incredible at my local verizon store. i set both my droid and the incredible on the same surface for about 2 or so minutes and both had the same signal strength.
