SIM not provisioned for voice

Anyone else seeing this weird notification? It started popping up for me a few weeks ago. It never sticks around for long, and a reset always gets rid of it, but it's a worrying looking message.

For now, I'm assuming it's somehow related to Fi's new VPN service, so I'm especially interested to know if anyone who is not a Fi customer is getting the same notification.

For what it's worth - I'm a Fi customer, not using the VPN (guest wireless at work is seen as a poor connection and it puts me back on my data plan), and I'm not seeing this message.
