Slow 4G Down but normal up?

I've noticed that my phones data connection has been horrendously slow lately so i did a speed test. I pulled a whopping 180k down and was pushing 7.4mb up... In the same location 3 months ago I pulled something like 44mb down and had like 20mb upload under 4g. now last night i turned 4g off and my download speeds jumped to 1.8mb. I called Verizon and they basically said everything was normal and that i should pull my battery to see if that helps... I've rebooted, pulled battery, even pulled the batter, sim and sd cards and let it sit for a while... its just slow under 4g which really sucks since it eats the battery in these phones even with the last update...
