smartphone on a plan without data?

My girlfriend's phone plan has no data coverage but I was wondering if possible to transfer a smartphone (that I already have) to her line so she could use wifi only?

They won't let you activate a smartphone without a data plan.

You could just give her the phone and she can use it on WiFi, but I know a girl probably doesn't want to carry around two phones.
