I understand the difference between SMS and MMS, but what I don't understand is why I cannot receive PNG file format in Messenger, but can do so in Hangouts. I also cannot send a PNG file format via Messenger (‘Unsupported picture format’) but can do so via Hangouts. So i guess the ultimate question is: aside from this particular issue is one app better than the other?

Are you trying to send the picture file in Messenger with mobile data turned on? Remember that MMS requires mobile data, while sending a picture via Hangouts can be done over wi-fi.

I'm not aware of any restriction for sending .png files via the stock SMS/MMS messaging app, but if it's an issue, have you tried renaming the image file with a .jpg extension? I believe the two extensions are essentially interchangeable.
