I've learned not to trust Accubattery Pro in regards to it's health and capacity values for the battery.
However, I've used ADB command line to look up my note 9 battery after full charge and it shows 3753mAh as does my wife's note 9. I got mine on 8/22 and she got hers on 10/02.
If you can't use the ADB command line , try downloading Aida64 and see what your battery capacity value is after full charge. This app also displays the same value as the adb command line did, thus accurate I believe.
