Soft Bricked/Bootlooped Nexus 6

Long story short a friend of mine ordered a new Nexus 6 on my advice and today received it and went to set it up and texted me saying

'Downloaded new version of android and when it installed and rebooted it just keeps optimizing apps and keeps rebooting and won't restart'

Can it be fixed or will it have to go back to Motorola? I'd love to be able to get it up and running for him.

Yeah use wugs and he will be running in half an hour. It is about ***** proof as well

Cheers can he use this even with the bootloader not unlocked? he also only has a macbook no pc?

Tell me about it. You can't even type the word (but t) here. I know they want to be family friendly here and that's cool, but I think they've taken it a bit too far.
