I found the software in the Android market, and it says that if I would have been affected by those apps, Google would have pushed the security tool straight to my phone, and I would not need to download it. The Ruu will not download all the way. It will get to about 10%, stop downloading for about 1 minute, and then it will say that the download is complete. This is untrue, because only 21.3mb of data was downloaded and the file was over 200mb in size.You don't have to root, its just when you unroot, you use an ruu also.

The Android Market Security Tool was finally pushed through to my phone, as evidenced by an email I recieved, and it fixed the location problem.
