Sometimes SMS notifcations don't work, usually they do

I don't know if the problem is the O.S. or the stock SMS app (Messages v5.0.582145). But here's the problem:

Most of the time I have a notification icon when I have unread SMS. But sometimes I don't get the notification. The issue seems to occur when I am in one SMS thread and a message comes in on another thread. Or if I leave the app running with a single thread open (as opposed to the "All messages" screen). So I end up with unread SMS messages and no notification. The consequence is that I don't see the stupid message until hours or a day later when I happen to notice the little blue line next to one thread while on the "All messages" scren. The blue line indicates "new/unread message" in the Messages app.

Has anybody experienced this? I think it's a bug either in the google O.S. or the google SMS app "Messages". I'm not asking for your favorite notification app. I'm asking if you've experienced this, if you can confirm if it is a bug, and if you can show me how to report the bug to google so they can fix it.
 
Do you ever get a notification while the app is already open? If not, then that is the way it is supposed to work. If yes, then it could be the app or your phone (which you did not identify). I don't get a notification when I am in a mail app on a PC so I would not say this is unusual.
 
Hello. I'm not sure when the silent messages arrive because I don't get the notification. The app is called "Messages". The version is v5.0.582145 I believe the author is Google because it is the stock SMS app that comes with Android. If I exit the app completely, then I believe the next SMS would cause a notification. The notification icon would remain until I read the message. Because of this, I'm suspecting it's the app itself. I'm thinking it's a bug because the consequence is that I don't receive/read/get notified that I have new/unread SMS. I had two older versions of Android including the original and another one maybe Android ~v2.2 and I've always used the stock SMS app and this has never been a problem until I got the HTC One with Android v4.1.? (T-Mobile version with Sense UI).

The stock Android app is called "Messaging" and it is version 4.3-776638. Sounds like HTC or T-Mobile put in their own app..

Yes, they did put their own version of Android on the T-Mobile HTC One, but I beleive the stock SMS app might be Google's? It looks like every other stock Android SMS app I've ever had. On my Android 4.3 distribution the app's called "Messages" as I've mentioned in every post. I got the Android 4.3 update today and both the previous version of "Messages" (v5.0.582145) in my Android 4.1 and the new version of "Messages" (v5.1.663058) in this Android 4.3 have this flaw on T-Mobile HTC One.

Can someone help me figure out how to report this serious bug to T-Mobile or Google or whoever is the author of the "Messages" app in Android 4.3 on the T-Mobile HTC One?
