sound / vibrate issue

when I change the ringer from vibrate to volume it doesn't turn on volume for notifications even if I go to settings , sound, volumes

Can you turn the volume up for notifications manually with the slider in Settings > Sound? You've done a phone reboot correct? I've seen some applications mess with these settings (TextPlus for example).
