Spam or is this a Android setting problem?

A few days ago, when I picked up my Galaxy S7 edge phone, there was a notice (one of those notices before you log in), from Verizon (supposidly), something about they added some kind of spam filtering to my system. This morning, my cell was ringing, I did not pick up. It stopped ringing, and then my land line started ringing, and the called id was my cell phone #. I did not pick up, figuring it was spoofing. I then went back to the cell phone, and there was a voicemail. I opened the voicemail, and the recording was of a phone being dialed, and then I heard my land line recorded outgoing message. I get a call on my cell phone, I don't pick up, and it calls my home phone. Is this a setting on my phone, or, is this an elaborate spam\scam\whatever? How the heck did this happen?
 
I did call Verizon. It appears that I am not the only one experiencing this, and that Verizon is working on how to prevent this. It is not that the call to my cell phone took control of my cell phone, it is that the spammers have other equipment attached (on their end), that called my land line, and thus the voicemail left on my cell phone recorded that other piece of equipment calling my land line.
