What is this under Accessability Settings? What does it do?

It looks like it has to do with DU Speed Booster. Did you install that on purpose? I'd suggest getting rid of it. Speed boosters often work by doing things that go against how Android is designed to function (e.g., by "cleaning RAM"). I've also seen plenty of complaints on this forum about unwanted ads and worse when installing a DU app.
