starts reading aloud news, can't stop

Several times now, on my S21+ with Android 11, some add flashes what I am looking at and when I brush it away , some app or Android starts reading some news articles, loudly. The only way I can stop the voice is to restart the phone. There is no response to Close All.

What is going on? How to remove whatever is making this happen?

Check accessibility if you turn on talk back or anything else , can reset accessibility if u cant find whats toggle on by going to settings>general management>reset>reset accessibility
