stock android in all apps theres scrolling lag jitter is anyone else experienced this?

i factory rested and wiped cache partition that didnt help at all. kitkat was smooth it had 60fps scrolling why not android 5.0-5.1?

i have an at&t moto e 2nd gen lte with bloatware disabled non rooted

Just curious--try reenabling all of your disabled apps, and see if the lag persists.
