Stock messaging app issue

I'm pretty sure this is not a note 9 issue it's an issue I've had with a few different phones where the stock messaging app doesn't like to work. It'll sit there circulating and circulating when I hit send a message if I go into the texture app it sends it almost immediately. I have the most updated stock messaging and I did clear the cache earlier today for that app. It doesn't happen all the time but enough to be annoying.

My last couple phones have been factory unlocked though I did have a similar issue with a Sprint specific phone recently.

This has only happened once for me. And, with the added annoyance of creating a 'new' SMS (it should be easier), I am thinking of moving to Textra. I bought is ages ago, and thus might give it another go...

I go back and forth between the two. I prefer the layout and custom abilities of the stock messaging but it's inconsistent

I'm using Textra because of this issue, I haven't read that its' been resolved.
