Stop phone from trying to log into public wifi automatically

I've had the S9+ since shortly after it came out but I dont think it was doing this until more recently, like the last month or two.

Basically, I want to prevent the phone from trying to log into public WiFi networks. Everywhere I go, whenever I turn my phone on to use an app, as soon as I open that app I get a pop up asking me to connect to whatever public seems to be nearby. Its really getting annoying. If I want to connect to the local wifi then I'll initiate it - I dont want my phone constantly scanning and interrupting me every 5 seconds with a connection prompt.

I have the setting "Turn on Wi-Wi automatically" turned off as I hoped that would kill it. I also turned off "Nearby device scanning". Neither had any impact on this annoyance.

Any idea how to stop this? Any idea what I'm babbling about?
 
I dont mean to sound rude, but whats the point you're trying to make there? I know about that screen as I reference the setting in there for "Turn WiFi On Automatically" being turned off. So - what am I supposed to be looking for or changing? And why?

Interesting. Your advanced screen is slightly different than mine. I do not have that option, and a search in the settings menu shows it is not there anywhere. I do have "Wi-Fi notifications", which sounds like it might do the same thing, but is already turned off.

What version OS are you running? Mine says I am running "G965USQS3BRK2", applied December 15th 2018 at 2:31 PM. Prior update was on Nov 15th - and if I had to guess that would be about the time it started happening.
