Storage/emulated...again

Just scanned a photo and it saved to storage emulated but not in gallery where common sense says it might be more helpful.
I've tried finding this mythical land with ES File Explorer to no avail.
As you can possibly sense, my sarcasm is kicking in to try and block out the anger and frustration that comes from an issue that needn't happen.
Tried googling and this same question appears as far back as 2010. Two thoughts spring to mind, do Android developers simply not listen to feedback or are they unable to fix it?

Which phone?
Which version of android?
which carrier?

Which app did the scanning?
Does the app's settings indicate where it saves its files?

"Gallery" is not a location. It is a basic photo viewing app.

Yep, agree with @ManiacJoe. I have a scanning app that saves in its own folder that I can access with Gallery.
