Strange Battery Stats Report - Phone App

Hi guys. Since acquiring a G4 recently I've noticed something weird going on with the phone's battery stats report. For some reason the Phone App is always listed as the highest battery consumer, even in circumstances when the screen should definitely be at the top with upwards of 4 hours of SOT.

Here's a shot from today after being off a full charge for about 15 hours and 1.5 hours of SOT (a good chuck of this was overnight idle).

This is happening on every full recharge even after rebooting and full charging in an off state.

However, the GSam report looks much more normal and closer to what I would expect to see ...

I'm not noticing any adverse battery drain, and battery performance is operating as I would expect, but this is really bugging me. Before I consider a factory reset does anyone have any ideas what might be going on here?
 
Weird, it's clearly not chewing up battery. Seems like a bug.

Yeah, it's seeming like a display bug of some sort. I wonder what is triggering it. I cleared all app caches under Storage settings and I'm recharging to full now to reset the battery report. We'll see what happens.
 
I have seen this once, the built in battery tool reported huge battery use by Phone, like 30% or something, while GSam said it was a few percent. It has only done this once.
 
I think I've also had the occasional odd usage reading.

Quick update: A full cache flush didn't resolve this for me. Sadly this doesn't appear to be an occasional thing on my device. I guess the question is, does it bug me enough to factory reset and set everything up again. It's definitely messing with the OCD side of my personality.

This couldn't be related to the SIM card in any way right? Or shouldn't? They sent my G4 replacement with a SIM card pre-installed but I pulled it out and used the SIM card from my G2 that it replaced.
 
Update: After a factory reset my phone's battery stats is still reporting excessive "ghost" battery consumption from the Phone app. So strange.

Although, I've narrowed it down to Wi-Fi being toggled on, whether connected to Wi-Fi or not. With Wi-Fi toggled off it doesn't happen.

I guess I'm going to have to factory reset again and only run stock pre-installed apps for a day to test.

Maybe just run in safe mode? Gotta be easier than a factory reset.

Good point, I can try that. Factory resets aren't a big deal for me right now either though. I'm running pretty lean on Apps while I figure this out, assuming it's "figureoutable".
