swipe down no longer pulls down notifications

Not sure how it was reverted but I used to be able to swipe down from anywhere on my screen and it will pull down the notifications panel. However now it opens up the app drawer how do I revert this change? I've looked through settings for display in advance and I can't seem to locate it

I think that option is in the home screen settings
