Switching between wifi access points

I used to think that devices would switch between wifi access points if they had the same SSID and access credentials.
But recently, I've come across several items which suggested that having duplicate SSIDs would cause problems (like having duplicate IP addresses does).
So which one is right?
I suspect the answer will be a bit more complex than one choice...
