It may be a system app, a choice of keyboard entry forms. Try grabbing it off the market.

Do you mean the Swype keyboard or the swipe/flow/gesture typing?

That specific keyboard can be downloaded from the Play Store. This is the free/trial version.

The swiping gesture must be enabled in your keyboard settings.
