Syncing a phone

I'd like to know what the average time for syncing a phone to other phones do I need it off or on

What do you mean by "syncing"? Of course the phones both need to be on if you're trying to copy info directly from one to the other. Depending on the transfer process chosen (and what you're actually trying to accomplish) it could take anywhere from a couple minutes to a couple hours. We can't be much more specific without understanding more specific info about the situation.

I leave sync on just so I dont forget to sync new contacts or backups

If you mean copying one phone to another, depending on what you have on it, it could take a couple of hours.

If you mean syncing a phone o the cloud, tha should be fast, since it's only syncing anything you add (i's already synced the rest, before.)
