Syncing Contacts from Outlook on Android to Outlook 2013 Not Working

I installed an app called CamCard on my GS5 to scan business cards into my phone. It then syncs with my phone contacts without any issues. How can I sync my phone contacts with Outlook 2013 on my Surface 3 Pro?
