System UI tuner in marshmallow

I try to unlock the system UI tuner by holding the setting gear in the drop down menu but it won't unlock. Anyone else have this problem?
 
Is it spinning? Make sure it's spinning, and hold it for about 5 seconds. Then release. Still nothing?
 
Do you see the little circular flash of light where you touch, to signify that it's recognizing the touch there?
 
Yes. It lights up when I hold it. It just won't unlock. I don't know what else to do.
 
Just a thought. Do you have the animations disabled in the developer options? Some people needed to enable them back and reboot the phone for the new UI tuner to work.
 
I did have the animations turned off. Does anyone know what they are set to from the factory?
 
Glad it helped and thanks for the follow up, it will help other users with a similar problem. As B. Diddy said, it's an odd glitch!
 
OK. Thanks. Turning animations back on did work.

I'm in Developer Options now but I'm not exactly sure what to change. Is it under the header "Drawing" and if so, do the following things need to be changed?:

Window animation scale
Animation scale 1x

Transition animation scale
Animation scale 1x

Animator duration scale
Animation scale 1x

Those are the default values. Why do you want to change them? Are you having problems to enable the UI tuner?
 
Just checking--you have a Nexus device on Marshmallow, right?
 
And you're swiping down the notification panel on the homescreen, right? Pressing the settings gear icon at the top of the screen? Does it even start spinning at all?
