Tab a notification decreases then increases volume

I have a Samsung Tab A. When a message comes in and notification sounds the volumes is drastically reduced. After notification it increases but to a lower level than it was originally. After another message comes in with notification the volume reduces as normal the returns to the volume setting originally set. How can I make it so the volume after notification of a message returns to the original setting every time?
