Tablet for 10y/o

have all but decided to get my 10y/o an android tablet for Christmas.

Of all the ones I have looked at the Huawei - Ideos 7" Tablet seems like the one for me.
I don't want anything too expensive, but I want it to have access to the android market. I have never heard of this brand but it gets pretty decent reviews.

Question 1. Is there a better / different option.

Question 2. Are there any child locks / child friendly browsers that I can install.
Don't want him to be able access the market himself.
I wan't to limit websites he can use on it.

there is an app called "lock" it will allow you to put a password on any application, you can even put a password on settings so he can not disable the lock application itself
