So, is tethering on the tab3 free, or do you have to pay for the tethering allowance ?

Hard to say without knowing which tablet and which network carrier. And whether you are accessing a phone's wifi hotspot or sharing wifi from thr tablet. For example Verizon Share Everything includes hotspot. Sprint bills for data and hotspot separately. So, more info from you?
