Is there a way to have a text message notification stay on the display longer before it clears itself? For example: it displays for maybe five seconds now , can I change that to say 10? I searched the Textra app without luck but then started to wonder if that's a system setting. I haven't found anything yet so I figure I would ask here. Thank you

No. The timeout of a notification is only something the developer of the app could code in as an option. This was introduced for developers in Oreo, so its a relatively new feature. Textra unfortunately does not have that option.

If you go to the settings >customized notifications > "when unlocked" you can select the time you prefer.

Textra has it under Heads-Up Notification.

Below is it on my Pixel 2 XL. The only way I could see it not being there is if the app is somehow different on Samsung but it shouldn't be.
