The HTC One only supports multitouch after turning off HTC Gestures.

Edit: Turns out HTC Gestures needs to be turned off!

I have tested this on multiple testing apps and games. It looks like only two fingers are supported. I wonder if it is hardware or software...

Touching two fingers on the screen is multiple, and there's not a setting for this.

actually there is, you just uncheck the HTC gestures in settings and the screen recognizes like 5 or 6 touches

Can't use multi-finger gestures in your apps?

That's because HTC gestures is enabled by default. This makes the three-finger gesture exclusive for sharing content or for use with HTC apps. You won't be able to use multi-finger gestures (gestures that use three fingers or more) for other purposes.
To use multi-finger gestures in games or musical instrument apps, clear the HTC gestures option in Settings > Display, gestures & buttons (or Display & buttons).

Maxed out at 10 touch points (ran out of fingers) with HTC gestures turned off.
