The wifi as well as bluetooth icon doesn't not function on my Samsung 3mini, any advice?

My samsung 3 mini seems to have problems with wifi and the bluetooth. It is not possible to turn them on. The icon remain grey and I can't do anything about it. Can someone advice me what to do in this case? Something like turn off/on phone or take the battery out etc. doesn't not work according to other forums. Reset seems also not sufficient. I've heard I need to download something from the android. I hope you can help me with this. Thanks

I don't know what that fix would be, though others here may.
Those are serious faults. Have you contacted Samsung Support?
