what does "attach to market" mean when long pressing an app listed in T.B.?

If you have an app installed on your phone, but it doesn't show up when you hit "my apps" in the market, the TB "attach to market" attempts to fix it.

Tends to happen when you have restored an app after flashing a new ROM or resetting your phone, etc.
