TMobile Scam Blocker not working

[Android Central Question]

So I had a blocked number (same number) call 10 times and blocked with each time stamp at 2:11pm on TMobile Spam blocker. But at 2:12pm the call came through. How did this happen? Is there a certain amount of times a call can be blocked in a minute before it manipulates the block so that the call can come through?! NOTE....THE PHONE NUMBER NEVER CHANGE LIKE A SPOOF
