Is there any way to transfer info from one nexus to another? Cohesively?

Depends on the info. This is one advantage of keeping a lot of stuff in cloud storage - it's not truly on one device, so transfer is moot. What kind of stuff do you need to transfer?

Everything if I upgrade from the 16gb to the 32gb.

Uh, what is "everything"? All your apps are in the cloud, minus save files. Same with google music. Just sign in with your google account on the new device and tell it to restore. We don't know what you use your N7 for.. so it's a bit difficult to answer if a transfer is even necessary.

If it's things like pictures, documents, etc, you can use google drive, dropbox or cloud of your choice.

I normally use dropbox to transfer around data for my PC and other android devices.
