trouble accessing account on device

Getting this message on my device. Might be a google/gmail issue???

"To access your account on this device you must set a lock screen. This is your organization's mobile device policy"

This is actually my personal device.
 
Are you using your workplace email on your personal device? If so, the MDM policy might be causing the restriction.
 
trying to help a friend with this. he just told me its his personal phone and personal gmail account. had the phone for a few months and that message just popped up last night.

he's saying right before getting the message he thinks there was a play store update. when he tried to sign in that's when he got the message.

(update) so it seems to be an issue with a paid gmail account. still no idea what's causing this though
