trouble with push notifications for text only

I've searched the forum high and low seeing people who aren't getting push notifications for one thing or another, and my problem is quite different. We have two s4's for T-Mobile. One of them today stopped receiving push notifications and banner alerts and led alerts for text messages. Checked sms settings and all alerts, notifications, tones and vibrations are properly checked, even compared to the other phone reviewing alerts. Checked data usage in setting to make sure sync was on, checked the sync toggle switch.

I cannot find the problem or an answer. The only way we know that phone has a text message is to open the messaging app and see the mark next to a name. There are no other alerts or even the number above the app indicating something was received.

Tried a restart and battery pull as well.

Any ideas?

You are probably going to have to try a factory reset and if that does not work send it back in if you are still under warranty. T-Mobile will only charge you $5 and you will receive a new S4 the next day via ups.
