Trouble with version 6.0.1

After reading this post and it's replies, was wondering if this issue is still existing where you cannot delete the secondary user add/or additional account yet leaving the primary account alone? Currently have a child who thinks he has been given "A GOD-Given RIGHT" to always have access to my Samsung Tab S2 Tablet. WRONG! Everytime I delete his account (either his or add user account) he is able to create a new one.

Without rooting the tablet, can you still gain access to the code (via regedit-type software) that wouldn't affect other parts of the tablet? If not, is there another way to completely lock down this device (via software, etc.)?

Any assistance would be greatly appreciated.

I just took delivery of an SM-T713 running marshmallow and discovered this issue. It is definitely a Samsung issue because my Nexus 5 marshmallow does not have this problem. Any response to the complaint to Samsung? I do not want to mess with rooting etc.
