Trying to find native sip client on pie / moto one vision

The official instructions for setting up the native android sip client seem to be out of date.

Under the phone app settings, "Calls" is now "Calling accounts" and lists only my EE account. There is no way I can see of adding any sip account.

As I said in my first post, that link is no use and the second link gives the same instructions more or less and are not relevant to Android Pie. I am looking for a way to add my sip account to the native sip client, but have not found how to add a sip account when using Pie. It worked fine on my previous phone on earlier versions of Android, as per the instructions in the link.
