Trying to help Elder neighbor

so she got her phone a little wet,dried it out and now it wont work unless its in safemode.I get the warming installing custom roms....blahblahblah screen if I try to boot into normal mode.Also the volume down key isnt working now either,I know this may cause a boot loop or something.I cant flash any roms as I can only get it into safe mode.The phone is running kitkat,I am stumped any ideas would be appreciated.

Read Wet Phone. Letting a wet phone just dry out is about the best way of guaranteeing that it's going to fail soon. About all that can be done, unless it's a fairly new top of the line phone, is is to replace it. (If it's going to cost $500 or more to replace, repairing it - lots of new parts - may be a little cheaper.)
