Is there a way that I can turn on GPS or location to locate my phone (LG G4) that is lost/ stolen from a desktop or cell?
 
If you didn't deactivate remote controls, pinging a 'locate device' from your Google Play Account (from Device Manager) should turn GPS on automatically. However, this requires the phone to have an active data connection and, of course, GPS line of sight. Otherwise it will give you the closest location info it has, which might be cell towers (not as accurate).

Please not that using this feature WILL display a notification on the phone stating that it has sent location information from a Device Manager request.
 
That means that either the device isn't turned on or it doesn't have a valid data connection for it to receive the location request and send back the information. Or that it's already been wiped and the Google account you're using is no longer active in that phone.
 
GPS locate doesn't need data.

It doesn't need data to get location information, but for the remote command to actually get the phone to poll for location data and send it back, that does need an active data connection.
