UI Inconsistency

Android 7 to me feels like the first version that has started to mature from an OS design perspective. However, this little inconsistency is driving me crazy.

The clear all for notifications and recent apps are in different locations. For recent apps it appears at the top of the list. I can't figure out why it's up there.

Anyone aware of why this design choice was made?

Because the recent apps carousal has the newest info in the front and the oldest in the back, so when you've observed the oldest data, you can clear all. On notifications, newest are on top and oldest on the bottom, so you scroll to the bottom of the list, observe the oldest data, then clear all.
