Unable To Change Lock Screen mode (Pattern / PIN / Password)

I have just updated my (sister) OS to Android 8.1 Oreo (Maybe this is related somehow). Before i updated the OS i had asked her to change the lock screen to none (from PIN) so it would be easier to do the update. Now her phone is updated to Android 8.1 Oreo, she tries changing her Lock screen again to PIN and when she does it asked for a PIN (when she already changed the lock screen from PIN > None) so shouldn't it be from None then we can choose what to lock our lock screen with? (ex: with Pattern / Password / PIN / Fingerprint / etc.) and apparently the PIN she tried is wrong when infact it's the corect PIN (ex: previously her pin is 1234 before she changed the Lock Screen to None. Then after the OS 8.1 Update when she wanted to change he lock screen again she tried to input 1234 again) but it said Wrong PIN. I tried reseting (not factory reset) the device and still no changes. I've also tried the Android Device Manager to change the password, but it only asked you the PIN before it boot (so still no security for the lock screen) and still can't change the lock screen mode (still telling the PIN is wrong).
