Unable to force stop bluetooth

[AC Question]

Does anyone know how to force stop bluetooth and disable it?

I stopped the service from developer mode and have bluetooth turned off. But everytime i force stop bluetooth it creates the service again.

I never use bluetooth, nfc, location and they are all turned off.

Improved accuracy settings are turned off for both wifi and bluetooth scanning.

I just want to disable bluetooth lol.

Perhaps some app has permission to use it?

It is a galaxy s6 with Nougat 7.0. I disabled everything that was able to change system settings, have tried everything. I dont have any paired devices or headphones etc.... bluetooth and nfc are always using memory and sending/receiving data even though they are both stopped, turned off, no tags no running services etc...
not sure...
