Unable to Root/Unlock Bootloader

Hi All, I have been unable to re-root and unlock the bootloader. I was unlocked and rooted but when messing with some setting on the phone I was stuck in a bootloop on the Jelly Beans Rom B10. So I went ahead and flashed back to stock. Now I want to be able to go back to being rooted and unlocked. So when I follow the directions in letting the bootloader unlocked.

When using Odin3 v3.07 I followed the directions to the letter.
But Odin is not behaving I am getting the following:
<ID:0/003> Added!!
<OSM> Enter CS for MD5..
<OSM> Check MD5.. Do not unplug the cable..
<OSM> Please wait..
<OSM> BootloaderBaseline2.tar.md5 is valid.
<OSM> Checking MD5 finished Sucessfully..
<OSM> Leave CS..
<ID:0/003> Odin v.3 engine (ID:3)..
<ID:0/003> File analysis..
<ID:0/003> SetupConnection..
<ID:0/003> Complete(Write) operation failed.
<OSM> All threads completed. (succeed 0 / failed 1)

And Then I get a BIG Red Fail. It also takes a while for it to fail.

What can I do to have it work again. I have also uninstalled all the Drivers for my Note 2 Verizon.

Make sure you check and c if that is not the newest release from Verizon. Maybe you need to downgrade the actual stock firmware! Meaning your stock Rom. Then try and root again.
