Unable to set reminders by voice

* Android 7.0 (4.23.617.1)

When I use Google Now voice command and say "set reminder", the phone responds with:

"Actually, you'll be able to set reminders once you turn on google now"

All other voice commands (including setting new calendar entries) work fine. Of course, as you can see, Google Now is already on.

Due to an 7.x install bug, the phone went through a factory reset in January, so I doubt there are any update/patch type issues.
