The carriers are complying with an NSA request to aid surveillance. Apparently something went wrong on some Samsung phones and revealed to alert users. Just don't worry about it unless you're doing something wrong.

I checked my phone both directly and on my pc and can't find any .amr files

Am I overlooking them or has the issue been resolved?

I just had the marshmallow update install today and as i was nosing around i discovered a LOT of these on my Note 5 that i've had about 6 weeks, the only reason is the audio file folder contents was almost as large as my photo folder and i have only one ringtone song downloaded on my phone. I had to google how to even MAKE a recording to be sure i wasn't doing something to cause this. Voice recording is a feature i have never used. Anyway, the recordings... some short some long, one was 14 seconds one was over 39 minutes, some i know when they were by things I SAID some are me typing on my laptop and the TV is playing, some i can hear the news on in the background. This is very odd, i started deleting them before i googled this. If not else its a bit disturbing.
 
Interesting note after finding this forum for unauthorized recordings. My wife's S6 is doing the same thing. I called Verizon and within 5 minutes of explaining to them what I found they called Samsung and transferred me to Samsung. If you go into "Application Manager" then swipe over to "All" scroll down to "Voice Recorder" and select. The scroll up and then below "Permissions" you'll see "Record Audio". Tap on the microphone icon to the left of "Record Audio" and a box will come up saying: "Allows the app to record audio with the microphone. This permission allows the app to record audio at any time without your confirmation." I'm on the phone with Samsung now and they automatically want to do a reset. I told them that before I do a reset I will go to the Verizon store and get a new phone and look on that phone for the same disclaimer. Because if it's on a new phone, factory installed, then a reset will not work. Also when I told the people at Samsung what I was seeing, they looked it up on their side and it got quiet and I heard someone say "Oh wow". I'll update this post as I find out more info.

Having the same problem. I have a galaxy note5. It's creepy. I hate it. I've tried everything but no luck.

Don't get out your tinfoil hats just yet, this is likely a bug. I just got an update to the voice recorder app in the last few days, perhaps they are attempting to fix it. Conspiracy theorists will insist that they are trying to hide it. I've not noted this issue on my phone.
 
Samsung s6 and I have the same issues with the .amr files and also the docs. Today I was on the phone using bluetooth, and got another call. I swiped up to text "ill call you in a few" and a 5 sec voice clip of my conversation got inserted and sent to that caller. It recorded 5 sec of my conversation and sent it in the text. You could hear both parties talking. THAT IS SCARY. I have NO clue how it happened.
 
I'd like to know if everyone with this issue is using verizon message+. Since switching to the stock samsung text app I am not getting these.

I have been using Verizon message+ for over a year now , never seen that issue at all ..
Any way how is Samsung stock message .. You like it better ..?

I have an LG G4 with Verizon, and have the same file ACCEPT mine actually has PHOTOS in it... Not voice recordings. Some taken with the good camera on the back, and some that are saved from my camera...
 
Digging a little deeper in this and I believe this is linked to the verizon message + app. I think the ones from camera were ones that I specifically cropped and edited in the message + app... But I NEVER use outside the stock photo app to take pictures... And the 2 that are there are of my feet and floor.
If it helps, they were taken March 8th 2016...

I use the Message + app daily, and I know if you hold the microphone (that's not on the keyboard, but next to the smiley face) down it will automatically record and send an audio text. It also automatically saves that audio text in VZMedia, with the same format as the ghost recordings. The issue with that is if that was why it was recording randomly, those random recordings should be in a text somewhere. I've had the S6 for a few months, and just today noticed a few of these random recordings from a couple days ago when I was at work.

I use the fingerprint lock screen, and don't have a shortcut for the message app, or recording app on the lock screen. So it is very weird that it would be recording. Also, none of the recordings were in my message + app. I found them in my music app, and they were saved in the VZMedia folder.

I also just realized that it means it had nothing to do with Samsung, or the S6, but Verizon specifically. VZMedia is specifically a Verizon folder, that saves media used in the Verizon apps. I will have to check my old S5 later and see if that did it as well. Hopefully it is just a bug and they fix it soon, because it is troublesome.

I have the Note 5 and experience the exact same issue. I thought it was my " voice recorder " app I have always had, even with HTC, so I uninstalled the app. I still have the same issue and they are in my Samsung Voice recordings. I never noticed them at all until I was trying to free up memory and saw all the recordingsudden as amr files. I am gonna the fix suggested by turning off the voice recording permission and will update this post regardless of the outcome. Fortunately for me I don't say alot so I have a bunch of tv sound recordings.
 
Same thing is happening to me and it's really been freaking me out. I feel like my privacy is being invaded. As of right now I have 15 recordings some are just a few minutes and some are 20 minutes. I would like to know what's causing this.

I did too and it still happening
 
My S6 records .amr files.
I also use the Verizon Message+ app instead of the Samsung "Messages" app for text.
As a previous poster stated, it has to do with the microphone icon next to the emojis, which allows you to record a voice message to send over text.

It is supposed to record as long as you are holding down the "button". I tested it and it did create an .amr file. Sometimes accidentally touching the icon does continue to record even though you didn't hold it down. I've had recordings around an hour in length.
Sometimes I'll try to record audio and tells me I cannot because the microphone is in use. After closing the messenger application the microphone becomes available
