Unfortunately, Live Wallpaper Picker has stopped

I have an unrooted Galaxy note 2 and it has suddenly decided that I'm not allowed to use live wallpaper picker anymore. I had been using it fine since I bought it two weeks ago and then suddenly it just stopped today.

Is there any way I can fix this without rooting the phone? I already did a factory reset... twice. Still crashing. Any help would be much appreciated.

Have you tried clearing the cache partition in recovery

I just did that and I still have no functionality of the live wallpaper picker. I'd rather not factory reset again since it didn't work the first 3 times. Thanks for the help.
