uninstalled app still giving me notifications?

[Android Central Question]

I had an app called 'flip'. Whenever I used my phone, it would tell me not to use it. So I uninstalled the app - and according to my settings and files the app is no longer on my phone. However, it is still popping up when I am using my phone telling me not to use it! This app is supposed to be uninstalled, and I am worried now as this app could be spying on me - it also had permission to draw over other apps before i uninstalled it.

Did you Clear Cache, Clear Data, Force Stop, Uninstall?

Did this app come preinstalled? If not, this might be the perfect case for a factory reset
