I'm currently with Verizon, but I am going to switch to Google Fi. Should I buy unlocked or locked Pixel 4 XL with the Fi?

The pixel 4 comes factory unlocked whether bought from Google or from Fi, it doesn't matter.

Either should work, depends on your preference and if you are getting any deal buying via Fi. Generally they have some Fi credits so you might as well buy from them if you are planning to switch.
