updated now no cellular data access to turn off

hello all
first time user of site, have read alot of good info thanks for that
I just updated my GS4 and now not able to turn on or off the cellular data, not where I can find, Not able to use the visual voicemail app,

Sorry, after the 2 restart it is automatically now not an option to turn off

Welcome to Android Central! I don't have an S4, so I can't dig into the Settings for you. I suggest installing a good 3rd party toggle widget, like Power Toggles.
 
Under Settings > Connections > Data Usage

there is a check box for mobile data. The toggle is gone, but you can still turn off mobile data.
 
That is kind of a pain. I tend to turn on/turn off mobile data often, so having a check box where WiFi and GPS is was much more convenient!
 
Wow. That is a strange place for it. I see it disappeared from the extended notification bar. That's sad. We need to get it back.

Power Toggles does indeed have a toggle for cellular data. It's the one called "GPRS (Mobile Data)," and the default icon is two vertical arrows, one pointing up, the other down.
