Upgrade to 4.4 without a verizon sim?

I bought a used verizon note 2 to use on rogers, since you don't need to unlock it for it to work. I saw that kitkat was released but I obviously can't get OTAs without a verizon sim. The problem is kies and the verizon upgrade manager both say that my firmware is up to date on jelly bean 4.3 (ND3). Is this a problem on my side since the firmware is usually available over the wire first, or do I have to wait a bit? I would be on cyanogenmod or some other rom but the bootloader is supposed to be hard to unlock on 4.3. Its too bad I cant "borrow" someones sim for the update since verizon is only US.

If i bought an unused verizon microsim on ebay for like <5$ would i get OTA updates?
